Who issues what

Four documents, four different authors. Most confusion about compliance comes from assuming the council produces the warrant. It does not — the owner does, or an agent acting for them.

  1. 01Compliance scheduleIssued by Building consent authorityLists every specified system in the building, its performance standard, and the procedures required to keep it performing.
  2. 02Form 16Issued by Territorial authorityCertificate for Public Use. Lets the public use premises affected by building work before a code compliance certificate has been issued. Section 363A.
  3. 03Form 12AIssued by IQPCertifies that the procedures for a specified system were fully complied with over the previous 12 months. One or more per building.
  4. 04Form 12Issued by Owner or owner’s agentThe Building Warrant of Fitness itself, with every Form 12A attached, supplied to the council on the anniversary. The form carries an agent block for exactly this — we supply it on behalf of the owners we act for.
